Whether this proverbial wisdom applies to a specific case naturally depends on whether the debtor truly cannot pay or simply refuses to. Investigating the cause is essential. And it’s best done with methods where the soup doesn’t cost more than the meat.

The key is to know the debtor’s (actual) residential address. Finding an address through the registry office is no challenge, but uncovering the cleverly concealed whereabouts of a “submarine” can be.
A classic prerequisite for successful enforcement is, of course, knowledge of an official employer, although this isn’t always the final word of wisdom. Insight into a potentially unofficial employer or the actual income earned can be equally revealing.
Execution Orders. The thirty-year statute of limitations, which restarts with each (potential) step toward enforcement, means that even seemingly hopeless enforcement actions hold at least a glimmer of hope. Over such a long period, the chances remain intact that the debtor’s financial situation may change in favor of the creditor. Thus, delving into long-thought-dead claims can turn into a gold mine if they can still be realized.
